Lack of proper evaluation of your patients may be considered as neglect. In the present case, why did the doctor wait.

At the age of 9, it is critical to evaluate the position of the permanent cuspids. All cases are not treated the same way but often regaining space in the transverse dimension, even if no crossfire is present, will be beneficial to the case.
